ENSM’s third International Study Day : Registration is now open!

When geopolitics enters the global maritime trade

The ENSM’s third International Study Day explores the contemporary geopolitical issues that are transforming the maritime trade landscape.  

Through two thematic areas, researchers, professionals and high-level experts will discuss the dynamics shaping global maritime trade 

  • Strategic maritime routes and geopolitical issues: instability, security, conflict zones and impacts on global trade 
  • Trade policies and international tensions: sanctions, competitiveness, sovereignty and changes in trade 

The programme includes keynote speeches, round tables and interactive discussions for collective analysis and reflection between speakers and participants.   

 

This event is aimed at the maritime community, higher education, the scientific and economic sectors, and defence.  

The sessions will be mainly in French and accessible to non-French speakers.

Speaker biographies

 

François Lambert 

Head Administrator of the Maritime Affairs, he was Chief of Staff to Annick Girardin, then Maritime Affairs Minister. With extensive field experience gained in Pas-de-Calais and Somme, François Lambert also has a thorough understanding of the maritime and port ecosystem, having previously served as Managing Director of the Groupement des industries de construction et activités navales – GICAN – French Maritime Industry Association, and prior to that, Deputy Director of the Grand Port Maritime de Dunkerque. He has been Director General of The French Maritime Academy (ENSM) since 2022.  

Fulvio Carlini  

President of FONASBA (Federation of National Associations of Ship Brokers and Agents), Fulvio Carlini is a renowned expert in international trade and maritime transport. With over 45 years of experience, he has worked as a shipping agent, broker and port terminal manager, before chairing FONASBA’s Shipbrokers Committee for 12 years. A member of the BIMCO Documentary Committee, he contributed to the drafting of the GENCON 2022 charter party. A former Italian Navy officer and graduate of the University of Genoa, he advocates an approach based on economic sovereignty, free trade and global competition. 

Justin Hayden Miller 

A French lawyer and former English barrister, Justin Hayden Miller has over thirty years of experience advising multinational companies, governments and supranational organisations on international trade matters. A leading authority on customs policy and global trade strategy, he has worked for renowned law firms and the Big Four, contributing to reports and recommendations on international regulation. Accredited by the UK Department for International Trade, he also hosts the Global Trade Deciphered podcast, which explores the interactions between trade, geopolitics and the global economy. 

 

Laurent Martens 

Head engineer at Ponts et Chaussées, Laurent Martens is a specialist in ports and maritime challenges, and economic development competitiveness. After managing the Grand Port Maritime de La Rochelle and then the Grand Port Maritime de Guadeloupe, he joined the CMA CGM group, where he worked for nearly 11 years as director of port terminals, at the heart of global trade and commercial tensions. Since 2024, he has been Managing Director of Armateurs de France (French Shipowners’ Association) where he represents the sector in French, European and international public authorities on fiscal, social, environmental and economic sovereignty issues. Recognised for his exemplary career, he has been appointed Knight of the Legion of Honour.  

Pascal Ausseur 

Vice Admiral (2S) Pascal Ausseur is the Managing Director of the FMES Institute (Mediterranean Foundation for Strategic Studies), a think tank specialising in strategic issues in Europe’s southern neighbourhood, particularly the Euro-Mediterranean area, the Middle East and Africa. The FMES is also an expert institute in the field of global maritime issues. Former Maritime Prefect of the Manche department and the North Sea, he has extensive operational experience in maritime traffic areas (Mediterranean, Arabian Gulf, Indian Ocean) that are essential to global trade. He has also held important positions with two Ministers of Defence, at the Directorate General of Armaments and at the Armed Forces Headquarters, particularly in the field of international relations. His analysis sheds light on the impact of geopolitical tensions on competitiveness and sovereignty, particularly in the maritime and defence sectors.  

Pierre Blanchard 

A long-distance gas tanker master and president of AFCAN (French Association of Ship Masters), Pierre Blanchard has built up his expertise in international shipping, gas tanker command and professional representation of merchant ship masters. A graduate of ENMM and ENSM in Le Havre, he is committed to passing on his knowledge to future officers and maritime law students. He also participates in public debate on the position of masters and the geopolitical and environmental challenges that are reshaping international trade. A Knight of the National Order of Maritime Merit, he combines field experience with strategic thinking. 

VAE Christophe Cluzel 

Vice Admiral Christophe Cluzel commands the Naval Action Force (FAN) and the Nuclear Naval Air Force (FANU), at the heart of France’s projection and deterrence abilities. He entered the Naval Academy in 1991 and has built a career marked by command at sea and solid operational experience, acquired aboard warships, patrol boats and within the naval aviation group during major operations such as Harmattan and Chammal. Former commander of the frigate Forbin and then of the naval air group, he has also held strategic positions at the Ministry of the Armed Forces and on the international stage. His in-depth knowledge of areas of tension and critical maritime routes conferrs him a unique perspective on the geopolitical and security issues that are currently reshaping the global naval landscape.  

VAE (2S) Jean Hausermann 

Vice Admiral (2S) Jean Hausermann is the head of the ‘maritime issues and strategies’ major at IHEDN (The Institute for Higher National Defence Studies). Trained at the Naval Academy, where he specialised in ‘underwater warfare’, he has extensive operational experience in critical areas (Arabian Gulf, Indian Ocean, Caribbean). He is particularly renowned for having created the EU’s Operation Atalanta in Brussels, targeting the fight against Somali piracy in the Gulf of Aden and the Indian Ocean. His current role at IHEDN and his command experience in combating maritime threats (piracy, illicit trafficking) give him the ideal expertise to put the geopolitical risks above mentioned into perspective.  

Yann Alix 

Dr. Yann ALIX is the Managing Director of the SEFACIL Foundation, a think tank specialised in maritime, port and logistics strategies, as well as being the WlogU President. With a PhD and a doctorate, he is a recognised expert in new business models within global value chains. His work is essential for understanding the impact of trade tensions and sovereignty policies on the fluidity of trade. He provides crucial insight into the link between port activity (customs duties) and the economic performance of regions in the face of economic competitiveness. He is the author of several reference books on ports and their strategic role in the global economy. 

Charlotte Emlinger 

Charlotte Emlinger is an economist at the CEPII (International Centre for Prospective Studies and Information) and a specialist in international trade and trade policies. Her work focuses on free trade agreements, economic sanctions, trade wars and non-tariff measures. She also analyses the competitiveness of exporting companies and the purpose of standards in international trade, with a particular focus on agricultural products trade, a key sector in global trade dynamics. 

Denis Tersen 

Denis Tersen is an associate researcher at IRIS, a senior civil servant and a specialist in globalisation and international trade issues. He has held key positions at the Ministry of Economy and Finance, in various embassies and was Chief of Staff to the Minister of Foreign Trade. He has actively represented France in EU and OECD trade policy committees, working on issues such as the TTIP (Transatlantic Trade and Investment Partnership) and WTO rules. His expertise enables him to provide detailed analysis of trade tensions mechanisms, protectionism challenges and the impact on competitiveness towards other economic competitors.

Gil Mihaely 

Gil Mihaely is the editor-in-chief of ‘Conflits’ magazine. A historian and journalist, he holds a BA and MA in history from Tel Aviv University and a PhD in history (specialising in social and cultural military history) from the École des Hautes Études en Sciences Sociales – EHESS (Advanced studies in Social Sciences), where he defended his thesis in 2004. A former officer in the Israeli navy, he is a regular contributor to the print and broadcast media on topics such as geopolitics, defence issues, the Middle East and history.  

Jean-Marie Paugam 

Jean-Marie Paugam has been Deputy Director General of the WTO in Geneva since 2021. He was previously France’s Permanent Representative to the WTO and has held several managerial positions in trade, development and international finance within the French Treasury and the United Nations/WTO system. He has collaborated with the French Institute of International Relations (IFRI) as a senior researcher on trade policy issues, particularly within trade development. Mr Paugam is a graduate of the École Nationale d’Administration and holds degrees in both business law and political science from the University of Aix-Marseille.  

Pascal Dubois 

Pascal Dubois is the Managing Director of CESAM (Marine Insurance surveys and services Committee), representing the interests of French marine insurance agents. With 34 years of experience in the sector, his expertise includes major claims management, risk prevention and war zone risk rating. He plays a key role in assessing the political and security instability on economy and insurance, threatening maritime routes (e.g. Gulf of Aden, Taiwan). He brings a unique perspective on geopolitical challenges that directly translate into risks for international trade. 

Thomas Scalabre 

Commander Thomas Scalabre is the new commander of the MICA Centre, the French centre of expertise dedicated to the global maritime security. The MICA Centre is at the forefront of maritime threats analysis, from piracy to conflicts at sea. With a solid operational background (nuclear submarines, naval aviation operations in the Atlantic), he holds a strategic and military perspective on conflict zones. He is the ideal expert to present an analysis of the conflict zones and their direct influence on maritime trade routes at this panel. 

Yusuke MORI 

A renowned specialist in maritime education and training, Yusuke Mori has built his career between the sea and institutions. After serving as a navigation officer and instructor for more than a decade on large Japanese training ships, he joined the Japanese Ministry of Transport, where he was responsible for port state control, at the heart of international maritime trade regulation challenges. A graduate of the World Maritime University and now Deputy Executive Director of the International Association of Maritime Universities (IAMU), he was awarded a PhD in Maritime Affairs on 12 November 2025. His doctoral dissertation was on the evolution of maritime education and training in the face of changes in global transport and the ensuing geopolitical dynamics.
