The SGCD MMNA is attached to the National Customs Coastguard Directorate (DNGCD), whose headquarters are located in Le Havre. It is organised around two distinct divisions: the supervision and management division, which is responsible for the organic management of the units, and the operational management division, which organises the use of the units’ operational potential. It includes a maritime customs operations centre (CODM) that provides 24-hour operational control of resources on mission and deploys them on various surveillance and control operations. It also includes a technical unit consisting of two coastal naval technical advisors (RTNF) responsible for monitoring the operational condition of all naval resources attached to the SGCD. In this capacity, they oversee the service’s maintenance and improvement programmes for patrol boats, repair work following damage, and participate in monitoring the budgetary execution of the prescribed work.

The RTNF is therefore responsible for the maintenance, servicing and safety policy for the SGCD MMNA’s naval resources, which consist of two 43-metre Socarenam patrol boats (DFP1 in Boulogne and DFP2 in Brest); one 32-metre Socarenam VGC (DF32 in La Rochelle); one 32-metre OCEA VGC (DF37 in Dunkirk); one 28-metre Socarenam VGC (DF27 in Cherbourg); two 28-metre Couach VGCs (DF36 in Lorient and DF46 in Saint Malo); 3 14 m Chantier Bernard VSRs (DF62 in Granville, DF65 in Saint Nazaire, DF68 in Henday).

The naval maintenance unit is attached to the SGCD’s Supervision and Management Division (PSG) and is composed of two Category A RTNFs.

Under the functional authority of the national naval technical manager (RTNN) and the DNGCD’s Operational Maintenance Division (DMCO), the RTNFs are responsible for preventive, corrective and emergency maintenance of naval assets, both in terms of technical aspects and safety. This includes, among other things, planning maintenance and refits, management, advice and follow-up in the event of damage.

Its main areas of expertise are as follows:

informing the SGCD and DNGCD of the status of the fleet in terms of scheduled downtime or damage and return to operational service,
planning annual naval maintenance, including that of radio navigation and communication equipment: technical shutdown and refit, in conjunction with the SGCD’s operational control centre (OPS PLAN),
transmitting naval maintenance forecasts and monitoring maintenance budgets in conjunction with the MCO and financial divisions of the DNGCD, technical validation and transmission of estimates;
developing and monitoring the implementation of corrective and preventive maintenance programmes and monitoring them in the CMMS;
referring to the RTNN for approval before carrying out planned technical modifications to naval assets, as well as in the event of damage affecting critical elements of ships;
managing interfaces with manufacturers, local maritime technical authorities and the classification society;
inspecting and monitoring, within its area of competence, all SGCD naval assets, evaluating on-board equipment and monitoring technological developments;
implementing locally the instructions set out in the documents defining naval maintenance;
reviewing any technical issues with management personnel (bridge and engine room);

Technical audit of chief engineers/propulsion engineers and chief mechanics;
Monitoring of on-board engine room personnel (advice on qualification and appointment of supervisory staff); Assistance to chief engineers/propulsion engineers, chief engineers, chief mechanics and shipboard personnel;
Contribution to the development and monitoring of technical specifications required for the replacement and provision of new naval resources;
issuing and monitoring warranty claims during the acceptance period for new equipment; providing technical advice and decision-making support to the division manager and front office director;
participating in technical or nautical investigations conducted by the DNGCD or SGCD and reporting on all technical matters to the DMCO.
The members of the naval maintenance unit work together to ensure continuity of service throughout the year.
