Preparatory class to the International Deck Watchkeeping Officer

ENSM - Eleve à la passerelle

The preparatory class to the OCQPI and introduction to the maritime world training course prepares the candidates for the OCQPI degree course at the ENSM, Le Havre. This course is delivered by qualified ENSM teachers and meets two main objectives :
– To ensure standard for the entry into the first year degree course
– To introduce the maritime world.

This preparatory class is intended above all for candidates motivated by the OCQPI degree course and by jobs related to the sea. It is made for people holding their end of school diploma as well as people wishing to change career path.
All applicants holding their end of school diploma will be eligible. The candidates will be selected on the basis of their application and after being interviewed.

Contents

Contents common to all trainees : 
– General, maritime and SMCP (maritime phrases) English
– Scientific subjects : Maths, Physics, Mechanics, Electronics, Automation
– French, Communication
– Introduction to the maritime world: discovery of the bridge aids to navigation and of the different navigation simulators within the school; visits, meetings with different players of the maritime and port sectors.

Within the first weeks of classes and according to the development needs identified by the teachers, the trainees will follow a programme :
– Either mainly scientific
– Or mainly English

Duration / Cost of training

A minimum of 500 hours of classes will be given, to which an equal amount of hours of independent study will be added.
For European Union trainees: €4000
For non European Union trainees: €4600 (an appropriate visa will be required)

Important points to note :
– A limited number of trainees will be admitted.
– The training costs are payable when enrolling. No refund will be made if the trainee doesn’t finish the course.
– The selected candidates will have the trainee status part of the vocational training courses and not the student one (which makes a difference for the social security cover and the visa).

Engine watchkeeping officer / Chief Engineer 3000kW

Training course’s objective

The French Maritime Academy (ENSM) delivers an Engine watchkeeping officer (OCQM)/Chief  Engineer 3000kW yachting course on the Marseille campus.

The objective of the course is to offer professionals in the PACA region the opportunity to train for a certificate offering prerogatives higher than 750kW, better adapted to the majority of the vessels operating in the region

 To meet the local demand, two specific approaches are on offer :
– The training is delivered over three periods, out of  the seasonal activities related to tourism and ocean-going yachting
An additional module  covering a few items oriented « passenger vessels/yachting » has been added to the statutory programme. The module’s objective is to offer the professionals additional training on topics such as air conditioning, refrigeration, hydraulics or water treatment as well as covering issues such as fleet technical management or technical management. The prerogatives are identical to the ones in the classical OCQM and Chief  Engineer 3000 kW
– The training schedule has been adapted and is compatible with the seasonal activities related to tourism and ocean-going yachting

Programme/Schedule

The programme has been split over three school years following the schedule below :
– 2017-18 (mid-December to beginning of March) : Preliminary OCQM  (11 weeks)
– 2018-19 (beginning of  November to mid-April) : OCQM programme without STCW qualifications (20 weeks)
– 2019-2020 (mid-November to mid-March) : Chief Engineer 3000kW programme, STCW qualifications and additional module (15 weeks)

The programme can be accessed on one hand in the annexes II to V of the decree dated 23 December 2015 related to the delivery of the engine watchkeeping officer certificate and on the other hand in the annexes II and II of the decree dated 19 April 2016 related to the second engineer 3000kW certificate and Chief engineer 3000kW certificate.

Admission

Student in working group, in engine room

 

– Physical fitness for navigation (compliant with the provisions in the decree n°2015-1575 dated 3 December 2015)
– Being the holder of an engineer 750kW certificate
– Having carried out six months at sea in the engine department after passing the engineer 750 kW certificate

The success to the exams of the preliminary OCQM module will lead to the admission in the OCQM course

The Chief Engineer 3000kW diploma will only be delivered to the candidates who will have validated the different modules and who will hold a CEFR (Common European Framework of Reference for Languages) level B1.

Officer of the Watch Deck

Second capitaine en communication à la passerelle

 The deck watchkeeping officer or deck officer training course is accessible to maritime professionals holders of :
– Deck watchkeeping rating certificate or deck able seaman with seafaring certificate
– Captain 500 certificate
– Captain yacht 500 or 500 yacht certificate
– Skipper certificate
– Fishing Master certificate
– Engine watchkeeping certificate

Having succeeded either in a deck watchkeeping officer preliminary exam (from end of March to end of June) or a supplementary deck watchkeeping officer training course for an engine watchkeeping officer (end of March to June).

Once having passed these exams, the candidates are accepted in the deck watchkeeping officer training course in September, in Nantes campus.
Read the decree of December 22nd 2015 about the delivery of Officer of the Watch Deck certificate.

Electrotechnician Officer (ETO)

ENSM Student, on TP working group

The training course, delivered to the professionals from the electrician rating programme, gives the opportunity to hold an Electronician Officer certificate (ETO) which conforms to the STCW requirements to carry out their tasks on all types of ships.
It is delivered on the Marseille campus.

The programme is organised over two school years :
– From 3 April to 20 June 2018 : 10-week ETO preliminary training
– End of Novembre 2018 to mid-July 2019 : ETO course and STCW courses over 25 weeks.

Conditions of admission

– Physical fitness to navigate conformed with the dispositions in decree n°2015-1575 dated 3 December 2015.
– Being the holder of the electrotechnician rating certificate and having carried out 36-month navigation time in machinery support  (subsequently to the delivery of the electrician rating certificate) on a ship with an output higher than 750 kW.
– Passing the exams of the ETO preliminary module will allow the admission in the ETO training course

Caution :
– The ETO diploma will only be delivered to the candidates who will have validated the different modules and who will hold a CEFR (Common European Framework of Reference for Languages) level B1.
– The candidates must validate 6 months of cadetship after obtaining their ETO diploma before obtaining their ETO certificate.

The certificate of success in the exams of the ETO preliminary module is valid for 5 years. It allows the admission in the ETO course.
– The ETO diploma will only be delivered to the candidates who will have validated the different modules and who will hold a CEFR (Common European Framework of Reference for Languages) level B1.
– The candidates must validate 6 months of cadetship after obtaining their ETO diploma before obtaining their ETO certificate.

Fees – Registration

The fees for the preliminary course are of €325. To this day, the ETO course fees have not been settled.

Maritime Surveyor

ENSM - Port de Marseille

The French Maritime Academy (ENSM), Le Havre University and professional bodies have joined together to offer training to become a Marine Surveyor.

The college degree in marine surveying enables professionals with relevant seagoing experience to change their career and work in a higher position :
– Seafarers holding an « unlimited » license at a management level, as defined by the STCW convention and having worked five years minimum as First Mate : Captain or Commanding Officer, Chief Engineer, First Officer, Second Engineer.
– Officers in the marine having reached at least the rank of Captain of corvette with relevant sea service experience
– Non seafarers who can show the same level of skills and experience.

Certification « Managing operational risks in activities with rapid dynamics »

Port industriel du Havre - Quai Frissard

This course is open to anyone with a 5-year higher education background after the baccalaureat and is delivered on ENSM Le Havre campus and at Le Havre University.

The ENSM, which has been dedicated to the securing of the ship bridge activity for a few years, put its expertise to the disposal of other sectors, as the « human factor » part of the university degree of hospital risks management at the University Hospital in Angers.
The ENSM has trained :
– operators of the control centre of the duplex tunnel of the A86 motorway (west of Paris),
– project senior managers from Cofiroute
– building managers and site managers from Sogéa Nord-Ouest (building trade).
– the ENSM will train in 2017 operators from MESEA, operating personnel of the high speed railway line Tours Bordeaux (infrastructure, not rolling stock)

The interest shown by all the sectors of the high-risk industries has led the ENSM to build, within a partnership with Le Havre University, a training course named « Managing operational risks in activities with rapid dynamics ».

The Course

The training course will be delivered mainly to operators having to face daily hazards in their activity, not necessarily to « risks managers ».
It focuses on helping them to increase the level of safety of their activity by giving them three essential additional competences :
– risk analysis : it is meant to avoid, to some significant degree, the occurrence of a hazardous situation.
– knowledge of the factors which can impact the person, the team and the organisation : it allows to spot and recover errors made in the course of the activity in order to prevent them from ending up in a hazardous situation.
– risk management is the third hurdle: it trains to minimize the aftermath of the hazardous situation.

It has to be noticed that in the crisis management section, an important part is given to the management of a terrorist attack. It is, unfortunately, a sign of the times to train professionals of the industry to such an event and to explain  :
– what will happen when a group of specialists intervenes on their site
– what the group will be expecting from them
– what the group will bring them
– how they can cooperate efficiently with the response unit to maintain the site and the personnel safe.

In this section, as in all the other ones, the ENSM requires the competences of a renown specialist, Frédéric Gallois, ex-commander of SWAT, 18 years with SWAT, 9 of which at its head, to teach this module.

The certification, Managing Operational Risks is of great interest to the actors of the oil, hospital and maritime sectors.
